That said, generally speaking, the main times that it is undoubtedly rude to laugh at someone is when they have fallen down, hurt themselves, bumped into something, knocked something over, or otherwise done something on accident.

On the other hand, the main times it isn’t rude to laugh at someone is when they are already laughing at themselves, or they are telling a joke and a-waiting for a laugh or two from their audience.
